Sec. 5.403 Waiver of construction permit.
Subject to the requirements of Secs. 5.401 and 5.402, the provisions
contained in section 319(d) of the Communications Act are waived insofar
as such provisions require the issuance of a construction permit prior
to the issuance of the student authorization provided for in this
subpart.
